Sites
with absolute targets are subject to target adjustment
if output falls below 90% of reference year output.
The methodology for adjusting targets has been laid
down in a Defra document known as CCA 16, published
in 2002.

Information
for sites that were affected by CCA16 at Milestone 1
If a site was
affected by CCA 16 at Milestone 1 (MS1) the targets
for MS1 and all subsequent milestones were adjusted
by Defra.
During 2004 Defra
reviewed CCA 16 and published a draft revision which
contains rules that will apply only at MS2.
In September 2004 Defra revised their approach for MS3,
MS4 and MS5. A new document, Annex 3, was published
by Defra.

you need to consider.

Information
for sites that have absolute targets but were not affected
by CCA16 at Milestone 1
When you set
up your Climate Change Agreement you selected an absolute
target. You will be aware from an explanatory note on
your annual Feedback Reports that sites with absolute
targets are subject to target adjustments if your Target
Period production falls below 90% of 1999 production.
The relevant reference in your Underlying Agreement
is Schedule 5 Clause 5.
The way in
which your target will be adjusted is set out in the
Defra paper CCA 16. The adjustment will be created
by establishing a mathematical relationship between
output and energy and then calculating the target that
would have been set if your production was at the current
level.
