Last summer (2004) Defra announced
that it would review the Milestone 3 to 5 targets in
line with the conditions of the Underlying and Umbrella
Agreements.
Trade Associations
requested information from all sites last year via a
questionnaire to contribute to the negotiations with
Defra. Changes to the targets were subsequently
agreed at the end of last year. Sites within the
same sector or sub-sector have received the SAME changes.

What
to do when you receive the letters from Defra:
Annex
A - the new targets: for your information only.
Annex A simply
presents your new targets. You can object to these
changes by following the instructions in the covering
letter however Defra are very very unlikely to change
the targets. Representations from sites were requested
last summer (2004) via a questionnaire and these fed
directly into the negotiations to arrive at the final
agreed changes.
Annex
B - an administrative rule change on absolute targets.
Please sign Annex B and return to Defra.
This rule
change has had to be sent to all sites in case those
who don't already have absolute targets decide to change
to them. Trade Assocations are aware of this rule
change and are in agreement with it.
