Enviros (administrator of the CCL
Discount Scheme) has worked extensively in the field
of PPC at all levels from strategic advice through
to site-specific work and assessment. We have already
undertaken, or are working on, in excess of 70 PPC
applications for industrial clients in a wide range
of sectors including a significant number in the food
and drink sector. We have in-house expertise in all
PPC work areas, including project management, training,
air and water impact assessments, site investigation,
environmental management systems, noise assessment
and energy efficiency.
A PPC application is a legally
binding document which describes in detail, against
a prescriptive list of
criteria, the
following:

A conservative estimate, based
on our experience, of the development time required
to prepare an adequate
application
is 6 months, recognising that a typical application
comprises of in excess of 150 pages of data and interpretive
text.
The proposed support package presented below will minimise
the required input from participants, whilst providing
confidence that the application will be approved by
the Regulator.
Scope of Work
The aim of the Support Package is to ensure that any
animal feed sites that operate an installation falling
under the
scope of the PPC regulations achieves ‘duly made’ status
by the appropriate phase in dates (see Note
1 below). An
extract from the PPC regulations stating the qualifying
criteria for the animal feed industry is given below:
"Treating and processing materials intended for
the production of food products from:

Vegetable raw materials at plant
with a finished product production capacity of more
than 300 tonnes per day (average value on a quarterly
basis)" |

for a PPC

are at all unsure, it is essential that you have discussions
with your local Regulator as ultimately
it
is the Regulator’s decision that is final.
We
have decided at this stage to exclude sites falling
within the definition for animal raw materials on
the basis that we feel there is insufficient time
to effectively
develop and implement a package for this sub-sector
(which has a June-August 2004 application window
in England,
Wales
and Scotland). We would however be happy to discuss
support to such sites on an individual basis.
The
Support Package for each participating PPC installation
will include the following elements:
Seminars:
A set of two full day seminars will be run for
the participating AIC members. The seminars,
which will
be run through
the development process, will include workshops
on the background
to PPC, how we will facilitate the application
process, and practical advice on managing operations
under
a PPC permit.
Development of a Sector Specific
Application Template:
Development and implementation of a standardised
data collection system tailored to the animal
feed industry.
This electronic
data collection system will be developed from
PPC applications written for three pilot sites
using
relevant Agency
guidance (to date we have received three offers
from AIC members
to support the piloting process but would welcome
more). The standardised data collection system
will then be
used as a tool to facilitate efficient and effective
data collection
for each site specific application.
Drafting
of the Application:
The data collected from each site will be manipulated
using the sector-specific application template
to produce an
installation specific draft application.
Site
Visits:
In order to complete the draft applications our
consultants will need to undertake two visits
to each of the
participating sites:
Visit 1 – Scoping and
Draft Review Meeting

To agree the scope of the application
with the local Regulator.

To review the outputs from
the drafting process, complete the application
forms and collect any outstanding data.
|

|
To define the scope of any additional
monitoring and impact assessments (such as noise
or air emissions surveys) that will be required to
produce a complete application. |
Please note that indicative costs for additional specific
impact assessments that may be required
by the regulator
can be obtained on request from the CCL Help
Line. In the event that any participating organisation
to this
offer
decides to contract out the monitoring and /
or
preparation of the required impact assessments
to a third party
Enviros will not review these impact assessments
and will assume
that the assessments are accurate.
Visit 2 – Site
Baseline Assessment

To undertake further data collection
and site review to facilitate the preparation of
an Application Site Report (or "Site Baseline
Assessment" dependent upon the Regulator)
which is a specific requirement of the regulations.

Final Drafting of the Application:
Using the outputs from the scoping meeting, the
draft application and any required impact assessments,
a final application
will be prepared. This final application will
be reviewed against our ‘duly made’ checklist
prior to issue and will include any recommendations
for modification
to the final draft if applicable. Whilst all
reasonable efforts will be made to ensure that
the final draft
application reflects current practice on the
PPC installation, it is
the responsibility of the Operator to ensure
that the final application submitted to the
Regulator
is correct, as this
application will form part of their PPC permit.
One hard copy and one electronic copy of the
final draft
application
will be provided to each participating installation,
who will be responsible for reproduction and
submitting it
to the relevant Regulator with the appropriate
application fee (as determined by the OPRA
assessment for English
and Welsh applications, or fixed value currently
for Scotland
and Northern Ireland). If required, Enviros
is able to undertake application reproduction
at additional
cost
Helpline:
To support participating organisations with
the PPC application process, including data
collection,
we
will provide a
helpline facility (both telephone and e-mail)
through the duration
of this process.
